Who can apply for an LTO Student Student Permit?
- Must be a Filipino citizen, at least sixteen (16) years old
- If a foreign resident must be at least eighteen (18) years old and must have been in the Philippines for at least one (1) month, with proof of stay for at least six (6) months
- Must be physically and mentally fit to drive a vehicle
- Must be able to read and write in Filipino or English

LTO Student Permit Online Application
- Visit the LTO web portal via portal.lto.gov.ph and register to create a new account.
- Read through the Terms of Agreement then click “Yes, I accept,” before encoding the security code to proceed.
- Select “Enroll as an Individual” as your registration type.
- Fulfill the registration form.
- Select “No” when asked if you already have a driver’s license because you are applying for a student permit. If you have an existing driver’s license, encode your driver’s license number and license expiration and answer your security question.
- Supply your personal information and proceed to complete the form.
- Check your email for the verification link. Verify your email within 24 hours; otherwise, your account will be deleted.
- Create a strong password.
- Sign in to your account using your login details.
- On your Dashboard, select “Licensing” to complete your online application form.
- Select “Student’s License” on the service list.
- Finish your online application form by selecting your preferred application date and LTO office. Note: Payments can be processed, and the medical certificate can be submitted through the LTO web portal.
LTO Student Permit Walk-in Application
- Before visiting any LTO Office, be sure to have completed the 15-hour Theoretical Driving Course.
- Arrive at your preferred LTO Office early and proceed to the Customer Service Window to get a Driver’s License Form, Checklist of Requirements, and your queue number.
- Fill out the form and prepare the required documents.
- Once your number is called, submit your filled-out form, necessary documents, and your queue number. The receiving staff will check your requirements before submitting the documents to an evaluator who will authenticate your documents and assess your qualifications.
- When your application is approved, head to photo and signature-taking
- Proceed to the cashier and pay the required fees for your application.
- The releasing staff will give your student permit in the form of an official receipt. Be sure to keep the official receipt. After receiving the student permit, write your name and sign the release form.
Requirements for renewal of Student Drivers Permit

- Electronically transmitted medical certificate from LTO-accredited medical clinic. Submission of one (1) photocopy and presentation of the original medical certificate
- For holders of Student Permit issued before August 3, 2020, presentation of the original and submission of one (1) photocopy of the Certificate of Completion of the 15-hour Theoretical Driving Course (Electronically transmitted to LTO by the accredited driving school / LTO DEC / LTO Accredited TESDA Training Center)
Validity of LTO Student Permit / License:
- The Student Permit shall be valid for one (1) year from the date of its issuance. After one (1) year, it cannot be used for purposes of the practical driving course. However, it can be used to apply for a Non-Professional Driver’s License if the practical driving course has been completed within the one (1) year validity period.
- After two (2) years from the date of issuance of the Student Permit, the holder shall be required to acquire a new student permit bearing the same Student Permit number and undergo the required apprenticeship period reckoned from the date of issuance of the new Student Permit. All records of training courses shall be retained.
- Student Permit may be renewed on or before the expiry date if the holder is not ready to apply for the Non-Professional Drivers License. Except for the settlement of penalties due to traffic violations, only the basic fee shall be collected for the renewal of the Student Permit after the expiry date.
NOTE: Pursuant to MC 2020-2194 dated 29 June 2020, all holders of SP that have expired and was issued prior to 03 August 2020 shall be required to complete the (TDC) Theoretical Driving Couse.
