Who can have their motorcycles registered?

Per the Land Transportation Office (LTO), all accredited importers, dealers, and motor vehicle owners can register their motor vehicles in the Philippines.

Can I drive my motorcycle without registration in the Philippines?

The Land Transportation Office strictly implements “No Registration No Travel Policy,” and all motor vehicles that use public roads or highways must be registered with LTO Philippines.

Requirements for Initial Registration

See the list of requirements for brand new, locally assembled/manufactured Completely Built Units (CBU) / brand new local imported trailer vehicles:

  • Original sales invoice
  • Original LTO copy or electronically transmitted appropriate insurance Certificate of Cover (3rd party liability)
  • Original copy of Philippine National Police – Highway Patrol Group (PNPHPG) Motor Vehicle (MV) Clearance Certificate and Special Bank Receipt (SBR)
  • Original Certificate of Stock Reported (CSR)
  • Payment Reference Number if payment was made through e-PAT

Additional Requirements

For a brand-new motorcycle with a sidecar (TC), you’ll need:

  • Original Affidavit of Attachment for the sidecar, executed by both the owner and mechanic, stating among other dates of completion

For tax-exempt

  • Original, duly accomplished Motor Vehicle Inspection Report (MVR) with Certificate
    of Compliance to Emission Standard (CCES) if used imported
  • A certified true copy of the Release Certificate, if used imported
  • Department of Foreign Affairs (DFA) endorsement

Used-Imported

Exempted from EO-156/877-A

  • One photocopy of the Commercial Invoice or Certificate of Title with English translation authenticated by the Embassy
  • Original, duly accomplished Motor Vehicle Inspection Report (MVR) with Certificate
    of Compliance to Emission Standard (CCES)

Steps to Register Your Motorcycle

  • Bring your documents and requirements and proceed to an LTO office. Fill out an Inspection Form.
  • For renewals, bring your motorcycle. LTO inspectors will stencil the Vehicle Identification Number (VIN).
  • Once the inspection has been submitted and approved by the inspector, go to “Evaluation” with your documents.
  • Pay the fees at the cashier.
  • Proceed to “Releasing.” Submit one of the receipts.
  • Wait until your name is called. Get your Official Receipt (OR), Certificate of Registration (CR), registration sticker, plates, and RFID sticker.
  • Affix the registration sticker properly to your motorcycle.

Steps to Renew Motorcycle Registration

  • Have your motorcycle insured. There are insurance agents within the premises of most LTO offices, but you can get insurance outside for a cheaper price.
  • Undergo an emission test. In compliance with the Clean Air Act (RA 8749), all motor vehicles must pass the emission test. This means you should bring your motorcycle for a tune-up or change oil.
  • Bring your documents and requirements and proceed to an LTO office. Fill out an Inspection Form.
  • For renewals, bring your motorcycle. LTO inspectors will stencil the Vehicle Identification Number (VIN).
  • Once the inspection has been submitted and approved by the inspector, go to “Evaluation,” with your documents.
  • Pay the fees at the cashier.
  • Proceed to “Releasing.” Submit one of the receipts.
