These PH Destinations Are Open to Fully Vaccinated Travelers [No swab test requirement]
More and more countries are opening their economy and tourism industry by rolling out a vaccine passport. Now that vaccination rates have gone up, huge crowds started filling outdoor venues and face-to-face classes have also begun.
As we all know, a swab test is expensive and time-consuming. With the help of a vaccine passport, this will help flyers and business travelers to ease requirements and smoothen passport arrival.
Cebu Pacific announces that there are now six destinations in its network that have simplified their travel requirements, namely, Cebu, Pagadian, Negros Occidental, Guimaras, Tacloban, and Butuan which no longer require RT-PCR or Antigen test.
The four domestic destinations accept vaccination cards of fully-vaccinated persons as travel requirements for entry. A passenger is considered fully vaccinated at least 14 days after having received the second dose in a two-dose series, or at least 14 days after having received a single-dose vaccine.
Here is the list of some of our favorite destinations in the Philippines that are now accepting fully vaccinated individuals (without presenting negative swab test results). The list is subject to change depending on the IATF’s recommendation.
Travelers bound for Cebu Province must present a medical certificate stating that they do not exhibit symptoms of COVID-19 issued within 24 hours of before arrival in Cebu.
Pagadian City-bound travelers are required to present a valid government-issued ID, which states that the address is in Pagadian City while transiting passengers do not need to present any requirement.
Negros Occidental (except Bacolod City)
Additional requirements from domestic travelers: Travel coordination permit (TCP) from S-Pass and complete registration to StaySafe.ph

Additional requirements from domestic travelers: TCP from S-Pass, and upload a valid, government-issued ID on the system. For a passenger bound for cities or municipalities outside Butuan City, he/she must show approved Travel Pass-Through Permit (TPP) from S-Pass
In a Facebook post of the Provincial Local Government of Catanduanes, individuals vaccinated outside Catanduanes need to present proof of vaccination upon entry. The proof must be uploaded within 72 hours prior to the date of travel. For those who are vaccinated in Catanduanes, the proof of vaccination must be uploaded within 24 hours before the date of travel.
Beach-goers will be excited to know that La Union, the beach capital of the Philippines has allowed the entry of fully vaccinated individuals. La Union is currently under the GCQ classifications, however, it’s recommended to book your stay first through DOT-Accredited La Union – Based Travel and Tour Operator.

Overall, you need the following to be able to gain entry: La Union Health Declaration, 1 government-issued ID, a negative RT-PCR test results, the results within 72 hours of your arrival in La Union, and your Hotel/AirBnB booking confirmation.

To jumpstart their tourism industries, Oriental Mindoro is now open to inviting fully inoculated travelers to visit. According to a Facebook post of the Provincial Information Office, they are now recognizing the vaccination card as an alternative travel requirement to the RT-PCR test.
According to the Amended Travel Protocol for the City Government of Baguio, Non-essential Travel is suspended from September 3 to October 3, 2021.
Baguio is the first destination in the Philippines to open its city to travelers. Currently, they are accepting fully vaccinated tourists with valid ID cards and certificates. The city is still implementing strict guidelines for following minimum health and safety protocols.
While new variants are still posing concerns, Tacloban City also accepts physical or digital proof of vaccination to allow travelers to enter their city. Additional requirements from domestic travelers: Passengers must register under the Balik Tacloban Project through www.baliktacloban.tacloban.gov.ph. A passenger bound for Tacloban may also present certification of Quarantine Completion with vaccination status in securing the Acceptance Letter when traveling to Tacloban City
Friendly reminder: Vaccine passports may ease your entries in these cities, but travelers are still advised to must wear face masks and sanitize their hands frequently. If you’ll be entering a mall or grocery store, the face shield is still needed. Practice social distancing especially in crowded areas and establishments.
