2022 Cagayan de Oro Travel Requirements: CDO Tourism Protocols for Tourists

Cagayan de Oro City is a highly urbanized city in Northern Mindanao. Visitors should practice COVID Precautionary Measures such as wearing face masks, frequent hand washing, physical distancing, and getting vaccinated. This way, visitors can enjoy some of the city’s best whitewater rafting experiences and the city’s rainy season activities, including canyoneering, and water tubing.

As of June 2022, Cagayan de Oro was placed under Alert Level 01 until June 30, 2022. Despite this, all travelers coming inbound from outside of Region 10 are allowed to enter CDO provided that they adhere to the COVID Precautions of Cagayan de Oro. Fully Vaccinated tourists of foreign nationality with no requirements of quarantine. The order on strict curfew hours in Cagayan de Oro has been lifted last June 06, 2022, due to the city’s low active cases of COVID patients. Travelers are required to register with the S-PaSS or Safe, Swift, and Smart Passage system before visiting the province. Other requirements to enter Cagayan de Oro are listed below.

1. Approved Travel Coordination Permit (via s-pass.ph)
2. Approved Confirmation Letter acquired through OPCoorS Update (via cagayandeoro.gov.ph/opcoors/)
3. Generated QR Code acquired through Higala App (via cagayandeoro.gov.ph)

Local Overseas Filipino Worker or Non-Overseas Filipino Worker (Cagayan de Oro Resident)

1. Any Valid I.D. with an address in Cagayan de Oro
2. Any Proof of Residency in Cagayan de Oro 

APOR (Authorized Persons Outside Residence) Government or Non-Government, Foreign National Travelers, and Non-Cagayan de Oro Residents

1. Confirmed Hotel Booking
2. Travel Order
3. Company I.D.
4. Proof or Documented Essential Travel Purpose
5. Roundtrip tickets for travelers on Short-Term Visits

Travel requirements may differ for Cagayan de Oro and Misamis Oriental Province.

Note per Philippine Airlines Advisory:

1. No travel requirement of Medical Clearance Certificate, Travel Authority, Letter of Acceptance and Negative RT-PCR (Swab/Saliva) or Rapid Test Result for travelers is needed
2. Effective February 02, 2022, no RT-PCR Test or Antigen Swab Test is required for Fully Vaccinated Travelers
   • This includes Misamis Oriental and Lana areas
3. All travels to the Cagayan Province and City are strictly monitored and must be pre-coordinated and approved via the OPCoorS application
