#WalangPasok: Work and Class cancellations for August 23, 2019 (Friday)

(Manila, Philippines) – Several Local Government Units’s and Schools in the Philippines have suspended classes and government work on Friday, August 23, 2019, due to the inclement weather enhanced by the southwest monsoon or Hanging Habagat and Tropical Storm “Ineng” (Bailu).

Philippine Weather Updates

At 3:00 PM today, the center of Tropical Storm “INENG” {BAILU} was estimated at 680 km East of Casiguran, Aurora (16.3°N, 128.5°E) with maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h. It is moving West Northwest at 10 km/h. Southwest Monsoon affecting the western sections of Luzon and Visayas.

Philippine Forecast Weather Conditions


  • Tomorrow (23 August), moderate to heavy rains may be experienced over Batanes, Cagayan (including Babuyan Group of Islands), Ilocos Norte and Apayao. Light to moderate with intermittent heavy rains may prevail over Metro Manila, Central Luzon, Cavite, Batangas, Mindoro Provinces, northern portions of Palawan (including Calamian and Cuyo Islands), and the rest of Ilocos Region, Cordillera Administrative Region, and Cagayan Valley.
  • Residents in the aforementioned areas, especially those living in areas identified to be highly or very highly susceptible to floods and rain-induced landslides, are advised to take precautionary measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates, especially the Thunderstorm Advisories and Heavy Rainfall Warnings to be issued by PAGASA Regional Services Divisions.
  • “INENG” remains less likely to make landfall over any part of the country. It is expected to intensify into a Severe Tropical Storm within 12 to 24 hours.
  • Sea travel is risky over the eastern seaboards of Central Luzon, Southern Luzon, and the Visayas due to potentially rough sea conditions.

At 10:00 PM today, the center of Tropical Storm “INENG” was estimated based on all available data at 585 km East of Casiguran, Aurora (16.4 °N, 127.6 °E )

Department of Education (DepEd) Class Suspension Guideline:

  • DepEd Calls on parents to determine whether their children should go to school during typhoons, floods and other calamities in the absence of official announcements from DepEd.
  • In the absence of storm signal warnings, LGU are expected to announce whole day class cancellations not later than 4:30AM or half-day class suspensions not later than 11:00AM.
  • Storm signal warning declared by PAGASA between 10:00pm and 4:30AM reflect the whole day cancellation of classes in appropriate levels in the affected areas.
  • Storm signal warnings declared by PAGASA by 11:00AM automatically suspend the same day’s afternoon classes in appropriate levels in the affected areas.

*Suspension of classes for the tertiary level (colleges and universities) will be at the discretion of school management.
