Location of eye/center: At 1:00 PM today, the center of Tropical Depression “HENRY” was estimated based on all available data at 300 km East of Calayan, Cagayan (18.8 °N, 124.3 °E)
Strength: Maximum sustained winds of 55 kph near the center and gustiness of up to 65 kph
Forecast Movement: moving West at 25
Forecast Positions:
  • 24 Hour (Tomorrow morning): 510 km West of Calayan, Cagayan (OUTSIDE PAR) (19.5°N, 116.6°E)
  • 48 Hour (Wednesday morning):1,405 km West of Calayan, Cagayan (OUTSIDE PAR) (19.8°N, 108.1°E)

PAGASA Weather Bulletin Issued at 5:00 AM, 16 July 2018.

  • “HENRY” is expected to pass in the vicinity of the Babuyan Group of Islands tonight (16 July).
  • Occasional rains with gusty winds are expected over the areas under Tropical Cyclone Warning Signal (TCWS) #1.
    The Southwest Monsoon (Habagat) will bring monsoon rains over Zambales, Bataan, Cavite, Batangas, Mindoro Provinces, Palawan and Western Visayas, and scattered rain showers and thunderstorms over Metro Manila and the rest of Luzon.
  • Residents of these areas, especially those living in low-lying and mountainous areas, are advised to continue monitoring for updates, coordinate with their local disaster risk reduction and management offices, and take appropriate actions against possible flooding and landslides.
  • Fisherfolks and those with small seacrafts are advised not to venture out over the seaboards of areas under TCWS and the western seaboard of Luzon due to moderate to rough seas associated with the approaching Tropical Depression and the Southwest Monsoon.

As of Sunday, Signal No. 1 is hoisted over Batanes, the northern portion of Cagayan Valley Province including Babuyan Group of Islands, the northern portion of the province of Apayao, and the northern portion of Ilocos Norte.

Department of Education (DepEd) class suspension guideline:

  • DepEd Calls on parents to determine whether their children should go to school during typhoons, floods and other calamities in the absence of official announcements from DepEd.
  • In the absence of storm signal warnings, LGU are expected to announce whole day class cancellations not later than 4:30AM or half day class suspensions not later than 11:00AM.
  • Storm signal warning declared by PAGASA between 10:00pm and 4:30AM reflect the whole day cancellation of classes in appropriate levels in the affected areas.
  • Storm signal warnings declared by PAGASA by 11:00AM automatically suspend the same day’s afternoon classes in appropriate levels in the affected areas.

*Class Suspensions for July 17 of classes for the tertiary level (colleges and universities) will be at the discretion of school management.
